What does the litre figure actually include?

Main compartment only, in most cases. External pockets and stretch panels are usually excluded, and brands differ on this. Treat volume as a guide for comparing bags within a brand and as a rough one across brands.

Water resistant or waterproof?

Different things, and we publish the brand's own wording. Water-resistant fabric handles rain for a while and wets out eventually. A roll-top dry bag is the only thing here that keeps contents dry when it is properly sealed. If your gear must stay dry, use a dry bag inside the pack rather than trusting the pack.

How many dry bags do I actually need?

Most people end up with two: a big one lining the pack, and a small one for the things that must not get wet no matter what. Phone, keys, spare batteries. Colour-coding them saves digging in the rain.
